BASIC PROVISIONS<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">Article 1.<\/p>\n<p style=\"text-align: center;\">This Ordinance determines the content and manner of drafting and applying methods in the preparation of fire risk assessment and technological explosion (hereinafter referred to as endangerment assessment) for buildings, construction parts and open spaces owned or used by a legal entity and for the area of municipality, city, district, City of Zagreb and \u017eirpanija.<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">Article 2.<\/p>\n<p style=\"text-align: center;\">Based on the vulnerability assessment: measures are determined to prevent the occurrence and spread of fires (preventive rnjer) and measures for effective extinguishing, arising from the factual specificities of the endangerment assessment in question.<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">II. INTERPRETER OF TERMS<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">Article 3.<\/p>\n<p style=\"text-align: center;\">Some of the terms used in this Rulebook mean:<\/p>\n<p style=\"text-align: center;\">&#8216;Vulnerability assessment&#8217; means the process of determining the level of fire risk and\/or technological explosion and protective measures,<\/p>\n<p style=\"text-align: center;\">&#8220;Construction&#8221; is a building in a specific location consisting of a construction part and built-in equipment that together form a technical and technological unit,<\/p>\n<p style=\"text-align: center;\">&#8220;Fire sector&#8221; is the basic spatial unit of a part of a building, which is independently treated regarding technical and organizational fire protection measures, and is separated from other parts of the building by fire-resistant structures,<\/p>\n<p style=\"text-align: center;\">&#8220;Numerical methods&#8221; are world-developed and recognized methods that, based on numerical indicators, determine the threat of a building or space from fire and \/ or technological explosion.<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">III. FUNDAMENTAL ELEMENTS OF VULNERABILITY ASSESSMENT<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">Article 4.<\/p>\n<p style=\"text-align: center;\">The basic elements of the vulnerability assessment are:<\/p>\n<p style=\"text-align: center;\">\u2013 the existing situation,<\/p>\n<p style=\"text-align: center;\">\u2013 numerical analysis of fire risk,<\/p>\n<p style=\"text-align: center;\">\u2013 expert opinion on the current situation, the organisation of the fire protection service and professional and volunteer fire brigades,<\/p>\n<p style=\"text-align: center;\">\u2013 proposal for measures,<\/p>\n<p style=\"text-align: center;\">\u2013conclusion<\/p>\n<p style=\"text-align: center;\">\u2013 graphic adverbs<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">IV. CONTENT OF THE VULNERABILITY ASSESSMENT FOR A LEGAL ENTITY<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">Article 5.<\/p>\n<p style=\"text-align: center;\">Parts of the vulnerability assessment for a legal entity are:<\/p>\n<p style=\"text-align: center;\">A). View the last status<\/p>\n<p style=\"text-align: center;\">The current state of affairs includes the following data:<\/p>\n<p style=\"text-align: center;\">\u2013surface<\/p>\n<p style=\"text-align: center;\">\u2013 number of employees employed,<\/p>\n<p style=\"text-align: center;\">\u2013 number and name of buildings,<\/p>\n<p style=\"text-align: center;\">\u2013 types of technology by building,<\/p>\n<p style=\"text-align: center;\">\u2013 quantities of substances per production and storage facilities,<\/p>\n<p style=\"text-align: center;\">\u2013 number of persons per building,<\/p>\n<p style=\"text-align: center;\">\u2013 basic information on substances used in the technological process regarding the dangers to the formation and spread of fires,<\/p>\n<p style=\"text-align: center;\">\u2013 inspection of warehouses of flammable liquids, gases and other hazardous substances regarding quantities and types,<\/p>\n<p style=\"text-align: center;\">\u2013 inspection of hazardous zones regarding the threat of the occurrence of a technological explosion,<\/p>\n<p style=\"text-align: center;\">\u2013 an overview of technological sites regarding the likelihood of fires occurring and spreading,<\/p>\n<p style=\"text-align: center;\">\u2013 the reliability of space heating systems or the preparation of technological steam, water or other medium in terms of the danger to the formation and spread of fire,<\/p>\n<p style=\"text-align: center;\">\u2013 reliability and timing of exploitation of technological installations and structures accountable to the dangers of fire formation and spread,<\/p>\n<p style=\"text-align: center;\">\u2013 the condition of the construction part of the building and the insulation material regarding the dangers to the occurrence and spread of fire,<\/p>\n<p style=\"text-align: center;\">\u2013 overview of fire sectors by buildings,<\/p>\n<p style=\"text-align: center;\">\u2013 an overview of internal roads and access for fire engines,<\/p>\n<p style=\"text-align: center;\">\u2013 differentiate from gas, flammable liquid, water supply, hydrant network and fire alarm and extinguishing systems,<\/p>\n<p style=\"text-align: center;\">\u2013 state of water supply,<\/p>\n<p style=\"text-align: center;\">\u2013 siluration arrangement of structures, internal and external roads,<\/p>\n<p style=\"text-align: center;\">\u2013 condominium of buildings,<\/p>\n<p style=\"text-align: center;\">\u2013 the establishment of a fire protection fire service and the distance from neighboring professional fire brigades,<\/p>\n<p style=\"text-align: center;\">\u2013 energy blueprint with main valves,<\/p>\n<p style=\"text-align: center;\">\u2013 overview of telephone and radio connection systems,<\/p>\n<p style=\"text-align: center;\">\u2013 review of physical and technical protection,<\/p>\n<p style=\"text-align: center;\">\u2013 inspection of stock sources for the supply of water for firefighting,<\/p>\n<p style=\"text-align: center;\">\u2013 layout and accommodation of fire extinguishing equipment and means.<\/p>\n<p style=\"text-align: center;\">\u2013 number of professional and volunteer fire brigades and employees professionally trained in firefighting,<\/p>\n<p style=\"text-align: center;\">\u2013 fire load on buildings,<\/p>\n<p style=\"text-align: center;\">\u2013 the state of the first aid service for the injured in extinguishing the fire,<\/p>\n<p style=\"text-align: center;\">\u2013 an overview of registered fires with causes of occurrence in the last 10 years.<\/p>\n<p style=\"text-align: center;\">B) Numerical analysis of fire hazards<\/p>\n<p style=\"text-align: center;\">C) Professional processing of factual data<\/p>\n<p style=\"text-align: center;\">Professional processing of factual data contains an opinion on:<\/p>\n<p style=\"text-align: center;\">\u2013 applied regulations and melodies used,<\/p>\n<p style=\"text-align: center;\">\u2013 location, access roads and distances of the professional fire brigade,<\/p>\n<p style=\"text-align: center;\">\u2013 the purpose of the building, the technological process and the hazards arising from the purpose of the building and the technological process,<\/p>\n<p style=\"text-align: center;\">\u2013 method of evacuation and rescue of persons,<\/p>\n<p style=\"text-align: center;\">\u2013 construction, structural materials and fire resistance of the structure,<\/p>\n<p style=\"text-align: center;\">\u2013 division into fire sectors,<\/p>\n<p style=\"text-align: center;\">\u2013 the type and quantity of flammable substances and the calculation of the fire load,<\/p>\n<p style=\"text-align: center;\">\u2013 electrical installations and appliances,<\/p>\n<p style=\"text-align: center;\">\u2013 safety, locking and fire alarm systems and other installations relevant to fire,<\/p>\n<p style=\"text-align: center;\">\u2013 mechanical installations,<\/p>\n<p style=\"text-align: center;\">\u2013 possible types and sources of danger for the occurrence and spread of fires,<\/p>\n<p style=\"text-align: center;\">\u2013 water supply and hydrant network,<\/p>\n<p style=\"text-align: center;\">\u2013 classification into the category of fire and technological explosion risk,<\/p>\n<p style=\"text-align: center;\">\u2013 koli\u0107i and arrangement of fire extinguishing equipment and means,<\/p>\n<p style=\"text-align: center;\">\u2013 the establishment of fire protection services and fire brigades,<\/p>\n<p style=\"text-align: center;\">\u2013 results of applied numerical analysis<\/p>\n<p style=\"text-align: center;\">D) Proposal of technical and organisational measures to be implemented in order to minimize the risk of disappearance and fire damage.<\/p>\n<p style=\"text-align: center;\">E) Conclusion<\/p>\n<p style=\"text-align: center;\">F) Numerical and graphical adverbs.<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">V CONTENT OF THE VULNERABILITY ASSESSMENT FOR THE MUNICIPALITY AND THE CITY<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">Article 6.<\/p>\n<p style=\"text-align: center;\">Parts of the vulnerability assessment for the area of the municipality or city are:<\/p>\n<p style=\"text-align: center;\">A) Display of the existing situation<\/p>\n<p style=\"text-align: center;\">An overview of the current situation must include the following data:<\/p>\n<p style=\"text-align: center;\">\u2013surface<\/p>\n<p style=\"text-align: center;\">\u2013 number of population,<\/p>\n<p style=\"text-align: center;\">\u2013 overview of populated places,<\/p>\n<p style=\"text-align: center;\">\u2013 review of legal entities in the economy by species,<\/p>\n<p style=\"text-align: center;\">\u2013 an overview of legal entities in the economy regarding the increased risk to the formation and spread of fires,<\/p>\n<p style=\"text-align: center;\">\u2013 inspection of industrial zones,<\/p>\n<p style=\"text-align: center;\">\u2013 overview of road and rail roads by type,<\/p>\n<p style=\"text-align: center;\">\u2013 overview of tourist resorts,<\/p>\n<p style=\"text-align: center;\">\u2013 inspection of electric power structures for the production and transmission of electricity,<\/p>\n<p style=\"text-align: center;\">\u2013 an overview of the locations where large quantities of flammable liquids and gases, explosive substances and other hazardous substances are stored,<\/p>\n<p style=\"text-align: center;\">\u2013 overview of fire houses to accommodate associations of volunteer firefighters and professional fire brigades,<\/p>\n<p style=\"text-align: center;\">\u2013 an overview of natural water sources that can be used to extinguish fires,<\/p>\n<p style=\"text-align: center;\">\u2013 inspection of settlements and parts of settlements in which external fire extinguishing hydrant networks were carried out,<\/p>\n<p style=\"text-align: center;\">\u2013 inspection of buildings in which a large number of people occasionally or permanently reside (schools, kindergartens, nurseries, student and sludent homes, retirement homes, hospitals, sports facilities, cultural-artistic and historical facilities, etc.),<\/p>\n<p style=\"text-align: center;\">\u2013 inspection of locations and structures in which loading and unloading of flammable liquids, gases and other hazardous substances is carried out.<\/p>\n<p style=\"text-align: center;\">\u2013 overview of agricultural and forest areas.<\/p>\n<p style=\"text-align: center;\">\u2013 an overview of forest areas by type, age of flammability and construction of fire routes and averages in forests,<\/p>\n<p style=\"text-align: center;\">\u2013 an overview of settlements, neighborhoods, streets or significant buildings that are inaccessible for access to fire engines,<\/p>\n<p style=\"text-align: center;\">\u2013 inspection of settlements, neighborhoods, streets or significant buildings in which there are not enough firefighting resources,<\/p>\n<p style=\"text-align: center;\">\u2013 inspection of telephone and radio connection systems usable in firefighting,<\/p>\n<p style=\"text-align: center;\">\u2013 an overview of the number of fires and the type of buildings that have caused fires in the last 10 years<\/p>\n<p style=\"text-align: center;\">B) Vulnerability assessments of legal persons referred to in Article 5 this Rulebook<\/p>\n<p style=\"text-align: center;\">C) Professional processing of factual data<\/p>\n<p style=\"text-align: center;\">Professional processing of factual data contains an opinion on:<\/p>\n<p style=\"text-align: center;\">\u2013 macro-divisions into fire sectors and zones assessing whether they comply with fire prevention regulations,<\/p>\n<p style=\"text-align: center;\">\u2013 construction density within one fire sector or zone with an assessment of the existing physical structure of buildings with regard to the spread of fire,<\/p>\n<p style=\"text-align: center;\">\u2013 the condominium of buildings and the accessibility of roads and surfaces regarding the evacuation and extinguishing action,<\/p>\n<p style=\"text-align: center;\">\u2013 the age of the buildings and the potential dangers of causing fire,<\/p>\n<p style=\"text-align: center;\">\u2013 the state of implementation of fire protection measures in industrial zones and endangerment of buildings outside industrial zones,<\/p>\n<p style=\"text-align: center;\">\u2013 the state of implementation of fire protection measures for buildings of the same purpose in certain areas,<\/p>\n<p style=\"text-align: center;\">\u2013 water sources and fire extinguishing hydrant installations,<\/p>\n<p style=\"text-align: center;\">\u2013 derived energy distribution networks,<\/p>\n<p style=\"text-align: center;\">\u2013 the state of implemented fire protection measures on forest and agricultural areas,<\/p>\n<p style=\"text-align: center;\">\u2013 the causes of the formation and spread of fires on already recorded fires over the last 10 years, the number of professional and volunteer fire brigades.<\/p>\n<p style=\"text-align: center;\">D) Proposal for technical and organisational measures to be implemented in order to minimise the risk of fire forming and spreading.<\/p>\n<p style=\"text-align: center;\">E) Conclusion<\/p>\n<p style=\"text-align: center;\">F) Numerical and graphic adverbs<\/p>\n<p style=\"text-align: center;\">YOU. CONTENT OF THE VULNERABILITY ASSESSMENT FOR THE AREA OF KOTOR, THE CITY OF ZAGREB AND THE COUNTY<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">Article 7.<\/p>\n<p style=\"text-align: center;\">Parts of the endangerment assessment for the kolar area, Grtrda Zagreb and the county are:<\/p>\n<p style=\"text-align: center;\">A) Display of the existing situation<\/p>\n<p style=\"text-align: center;\">The presentation of the current situation must include the following data: surface.<\/p>\n<p style=\"text-align: center;\">\u2013 number of population,<\/p>\n<p style=\"text-align: center;\">-overview of areas of residential, industrial, tourist, urban and rural settlements and areas of forest and agricultural areas,<\/p>\n<p style=\"text-align: center;\">\u2013 inspection of buildings regarding the dangers of occurrence and spread of fires determined by the threat assessment for the area of the municipality or city,<\/p>\n<p style=\"text-align: center;\">\u2013 an overview of road and rail roads passing through the area of the district, the City of Zagreb and the county with the marking of the connections of local roads,<\/p>\n<p style=\"text-align: center;\">\u2013 inspection of water supply and external hydrant networks, gas pipelines, oil pipelines and other main installations for the transport of flammable and dangerous goods.<\/p>\n<p style=\"text-align: center;\">\u2013 inspection of larger buildings for the storage of flammable, explosive and gaseous substances or other hazardous substances,<\/p>\n<p style=\"text-align: center;\">\u2013 inspection of the main power installations with their valves,<\/p>\n<p style=\"text-align: center;\">\u2013 an overview of significant buildings in which a large number of persons reside permanently or occasionally,<\/p>\n<p style=\"text-align: center;\">\u2013 inspection of fire houses and the number of volunteer and professional fire fighting units for firefighting<\/p>\n<p style=\"text-align: center;\">\u2013 an overview of places where there is a constant firefighting alert,<\/p>\n<p style=\"text-align: center;\">\u2013 overview of regulated natural water pumping stations for extinguishing fires,<\/p>\n<p style=\"text-align: center;\">\u2013 an overview of telephone and radio connection systems usable in firefighting,<\/p>\n<p style=\"text-align: center;\">\u2013 inspection of health institutions and hospitals that would provide first aid to those injured in extinguishing fires,<\/p>\n<p style=\"text-align: center;\">\u2013 overview of forest areas and types of forest ingredients with the construction of paths and fire averages,<\/p>\n<p style=\"text-align: center;\">\u2013 overview of agricultural areas and road construction,<\/p>\n<p style=\"text-align: center;\">\u2013 an overview of the number of fires and types of significant buildings and areas where fires have occurred in the last 10 years<\/p>\n<p style=\"text-align: center;\">B) Endangerment assessments for the areas of municipalities or cities referred to in Article 6. this Rulebook<\/p>\n<p style=\"text-align: center;\">C) Professional rites of factual data<\/p>\n<p style=\"text-align: center;\">Professional processing of factual data contains an opinion on:<\/p>\n<p style=\"text-align: center;\">-proper construction and connection of settlements, cities, zones and forest and agricultural areas regarding the conditions for the spread of fire,<\/p>\n<p style=\"text-align: center;\">\u2013 construction of roads for firefighting action,<\/p>\n<p style=\"text-align: center;\">\u2013 efficiency of the built fire extinguishing hydrant network<\/p>\n<p style=\"text-align: center;\">-fire hazards in buildings where a large number of people reside, industrial, storage and other hazardous buildings and locations, i.e. zones,<\/p>\n<p style=\"text-align: center;\">\u2013 fire hazards in certain forest and agricultural areas,<\/p>\n<p style=\"text-align: center;\">\u2013 hazards in the transport and transport of dangerous goods and the determination of areas where such a danger is expected,<\/p>\n<p style=\"text-align: center;\">\u2013 hazards on gas and electricity distribution installations,<\/p>\n<p style=\"text-align: center;\">\u2013 the dangers of the plant arise from the deterioration of buildings, technologies or installations for energy distribution,<\/p>\n<p style=\"text-align: center;\">\u2013 dangers due to unbuilt roads or their insufficient width to extinguish fires with fire engines,<\/p>\n<p style=\"text-align: center;\">\u2013 functionalities of the connection system for detecting and extinguishing fires,<\/p>\n<p style=\"text-align: center;\">\u2013 the number and competence of the population to extinguish fires,<\/p>\n<p style=\"text-align: center;\">\u2013 transport of firefighting forces.<\/p>\n<p style=\"text-align: center;\">\u2013 the effectiveness of health care and nutrition of extinguishers in larger fires,<\/p>\n<p style=\"text-align: center;\">\u2013 the number of professional and volunteer fire brigades.<\/p>\n<p style=\"text-align: center;\">D) Proposal for technical and organisational measures to be implemented to minimise the risk of fire aslongance and spread.<\/p>\n<p style=\"text-align: center;\">E) Conclusion<\/p>\n<p style=\"text-align: center;\">F) Numerical and graphical adverbs.<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">VII. HOW TO CREATE A VULNERABILITY ASSESSMENT<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">Article 8.<\/p>\n<p style=\"text-align: center;\">The vulnerability assessment is made by a team of experts depending on the purpose and type of building or plant. A leader is appointed to create each vulnerability assessment. The team of experts referred to in paragraph 1. this Article consists of at least three employees, of which at least two must have a university degree in technical direction of different profiles. Employees referred to in paragraph 3. this Article must have at least two years of experience in fire protection, and the team leader referred to in paragraph 2. at least 5 years of experience in these jobs and passed the professional exam referred to in Article 7. Section 6 of the Fire Act.<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">Article 9.<\/p>\n<p style=\"text-align: center;\">The representative body of the county, the City of Zagreb, the district, the city and the municipality may appoint a team of experts for its area to create a vulnerability assessment for its area<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">Article 10<\/p>\n<p style=\"text-align: center;\">Responsible persons in the company and other legal entity, municipality, city, district, City of Zagreb and county for whose buildings and premises the vulnerability assessment is made, will introduce the head of the development of the vulnerability assessment with the secret data necessary for the preparation of the vulnerability assessment and take measures for data protection. Manager referred to in paragraph 1. of this Article and persons drafting a vulnerability assessment shall keep as official secret information which is determined by secret by law or general act.<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">Article 11<\/p>\n<p style=\"text-align: center;\">Croatian numerical methods or (in their absence) world-accepted numerical methods (TRVB 100, Euralarm, Gretener, DOW Index and the like) are applied to the development of vulnerability assessment, as well as adopted standards with mandatory application that regulate this area.<\/p>\n<p style=\"text-align: center;\">Methods referred to in paragraph 1. this Article may be used exclusively for those buildings and installations in the manner and as provided for by the method and practice itself in the countries where they are applied. The application of one or more chosen methods is mandatory in its entirety.<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">Article 12<\/p>\n<p style=\"text-align: center;\">The vulnerability assessment may also include a proposal for measures whose implementation would achieve a more favorable solution of fire and explosion protection for the owner or the user of the building, while maintaining the same or higher level of protection.<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">Article 13<\/p>\n<p style=\"text-align: center;\">A proposal of measures to improve the state of fire protection may include:<\/p>\n<p style=\"text-align: center;\">\u2013 measures for the rehabilitation of the current situation<\/p>\n<p style=\"text-align: center;\">\u2013 development measures to be implemented on buildings, construction parts and open prologue,<\/p>\n<p style=\"text-align: center;\">\u2013 change of purpose of the building or premises,<\/p>\n<p style=\"text-align: center;\">\u2013 execution of new installations for extinguishing and fire alarm,<\/p>\n<p style=\"text-align: center;\">\u2013 construction of new sources and installations for the supply of water for firefighting,<\/p>\n<p style=\"text-align: center;\">\u2013 establishment of new fire fighting units,<\/p>\n<p style=\"text-align: center;\">\u2013 measures relating to the lighting of fires and the burning of weeds and other plant waste in an open area,<\/p>\n<p style=\"text-align: center;\">\u2013 construction of new observation points for fire detection in open spaces,<\/p>\n<p style=\"text-align: center;\">\u2013 modifying or upgrading the connection system<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">Article 14<\/p>\n<p style=\"text-align: center;\">Fire and technological explosion protection measures resulting from the vulnerability assessment made for multiple technologically or spatially interconnected buildings are mandatory for all their owners and users.<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">Article 15<\/p>\n<p style=\"text-align: center;\">When the fire protection inspector detects irregularities in the preparation of the threat assessment, the decision will order the user of the threat assessment to eliminate the observed irregularity.<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">VIII. PENAL PROVISIONS<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">Article 16<\/p>\n<p style=\"text-align: center;\">A fine in DINAR equivalent of DM 210 to 2,100 will be imposed on a legal person for a misdemeanor<\/p>\n<p style=\"text-align: center;\">1. if he does not appoint a manager for the preparation of a vulnerability assessment (Article 8, paragraph 2),<\/p>\n<p style=\"text-align: center;\">2. if it carries out a vulnerability assessment without permanent employees referred to in Article 8. this Rule,<\/p>\n<p style=\"text-align: center;\">3. if it improperly uses numerical methods to create a vulnerability assessment (Article 11,paragraph 2). A fine in RSD equivalent from DM 100 to 400 will also be imposed on the responsible person in the legal entity.<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">Article 17<\/p>\n<p style=\"text-align: center;\">The amounts of fines referred to in Article 16 of this Regulation shall be revalued at the middle exchange rate of the National Bank of Croatia on the date of collection of the penalty.<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">IX. TRANSITIONAL AND FINAL PROVISIONS<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">Article 18<\/p>\n<p style=\"text-align: center;\">Vulnerability assessments made in accordance with the provisions of this Ordinance may be applied for the preparation and adoption of associated fire protection plans.<\/p>\n<p class=\"ql-align-center\" style=\"text-align: center;\">Article 19<\/p>\n<p style=\"text-align: center;\">This Regulation shall enter into force on the eighth day from the date of its publication in the &#8220;Narovne novine.<\/p>\n<p style=\"text-align: center;\">Number: 511-01-78-12507\/1-94.<\/p>\n<p style=\"text-align: center;\">Zagreb, 15.
